Time (Practice 4) focuses on planning and sequencing the delivery of a project, programme, or portfolio.
This competence enables individuals to define, sequence, optimise, monitor, and control all components needed to achieve agreed outcomes.

Projects and programmes are temporary collaborations across disciplines and organizations. Building a reliable schedule is challenging, as early planning often requires expert input before approvals are secured—the classic “chicken and egg” problem. The project manager must therefore develop a clear, understandable plan that inspires decision-makers’ confidence.

During execution, activities must start on time, financial resources must align with the schedule, and progress must be measured against objectives. The Work Breakdown Structure (WBS) provides the foundation: each work package is defined by its deliverable, broken into activities, linked by dependencies, and represented in a schedule that guides delivery.
